I don't know why your comment was downvoted, but Appalachia is one of the candidate locations (not desert). The title is misleading.


Does Appalachia have enough available flat land for something like this? Urbanization has been challenging for that reason, while the article talks more about solving water resource problems.

Something more like Hong Kong or Chongqing.
