Quite a few people in my social circle that I'd consider essential to the event and its culture have stated they will not attend due to the lack of any COVID precautions, announced in a blog post that was a bit tone deaf. That might factor in.
According to [0,1] they are requesting known-ill people to stay home, attendees to wear masks if possible, attendees to self-test beforehand, and they will be providing masks and self-test kits at the venue too.
Considering the current pandemic state of Covid, that sounds fairly reasonable?

It's just a very weird way of saying "we're doing nothing, if you are at risk, don't come". The link goes to a government website that says there are no regulations. The middle sentence was edited in later, as was the last.
There was a bit of an expectation that there would be a better baseline to allow for individuals with higher risk to attend. And some former organizers that also remarked how the yearly "Congress-Seuche" (essentially getting some sort of flu every year, guaranteed) could be avoided pretty easily too as a nice side effect.
