The primary or concluding reason Elon believes it needs to be open sourced is exactly because the "too much danger" is far bigger of a problem if that technology and knowledge-ability is privately available for only for bad actors.

E.g. Finding those dangers and them being public and publicly known is the better of 2 options vs. only bad actors potentially having them.
