I meant that Apple's decision to withdraw ADP applies to them, not the Investigatory Powers Act. Or are you saying that Apple will give them a free exemption?

If any of them have something to hide, every single one of them could buy and operate a secure alternative.

So fundamentally speaking, yes, they have exemption with or without Apple's assent.
