I first thought this was a joke. E.g.

Idle. Cars park on it, right?

But no, it is sincere.



He means that if you built something more useful on the land, it would increase that lands value but also the value of the land around it.


That doesn't mean it subtracts value. Or that it is idle.

What you've described is quite different. It is opportunity cost. If that is what he's thinking then he should say it... except such clarity would support scrunity that his conclusions might not withstand.
