Well, they almost always need to be hiring due to turnover. But they’re not trying to increase their number of people scheduled at once.

Also, in California, that’s now the minimum wage allowed by law for fast food. Fast food is a special, higher-minimum exception for some silly reason. (And I say this as someone who spent over 2 years of my youth doing that work.)
