not an expert, but as far as I know, HTTP is a layer over TCP


Yup that's what I thought as well. After looking into it some more, I think HTTP/S implies you are using one of the transport layers; conversely, you can directly access the transport layer without using one of the traditional application layers. But that doesn't completely mesh with the parts about modifying TCP or UDP.
